here is one example- with numbers that actually matter, from Tennesee-
With 55 people testing positive for drugs out of an applicant pool of nearly 30,000, Tennessee’s testing system uncovered that a whopping 0.19 percent of those who applied for aid were drug users. Ultimately, 32 applicants were denied benefits for failing to complete the state’s mandatory drug rehab process for those who test positive.
so sorry- I lied about it being 1%

tman nice try on your numbers LOL. Show me where it states that 30,000 where tested. Your piece ate is based off the entire people receiving Assitance not those that where actually tested. Be like saying this, we have 300 million people,in the US we tested 2,500 for marijuana use only 350 tested positive so the rate of a positive test is less than 1 percent LOL. Not really because we did not test all 300 million , No we tested 2,500 and the results showed 350 positive meaning the rate is truly 14 percent.
All in how you use the numbers. LOL. You can figure in those who did not get tested or your research is flawed. Tell me the total number tested versus the 55 who failed that is your true percentage of failed in a drug test, not some hypothetical number. We have the ability to test 30,000 but we only did 500 BIG difference would you not agree?

you leave me speechless- believe what you want- when you refuse to accept any fact, and instead rely on stories about friends of friends as "fact"- any try of debate is over
