I finally got to set out some traps last weekend. I ended up just setting dirt hole sets with either rotten eggs or rotted down rattle snake baits. Last night after work I was able to go out and check what sets I have out and everyone of them either deer or birds had messed with them all and had uncovered and pulled up the pan covers. So my question is what am I doing wrong or is this normal? I am using coffee filters or shelf liner material for my pan covers and it had same results for both.

Do you have a lot of coons in your area? I would say you're battling two issues raccoons and not bedding the trap correctly.

No coons in the area. I'm in the high desert in eastern Nevada.

if you are getting digging at every set, then 1 of three things is the culprit.
1) contaminated traps- either improperly prepared traps, or bait on the traps themselves
2) poorly bedded traps, so that any contact with them, or close to them, results in movement of trap
3) too small a pattern, pinpointing trap location
I would have guessed coon as well, but if no coon, and its coyotes, then you should have evidence of such

When I move into an area, it takes a few days for the deer in the area to wise up. I get a lot of deer snaps. It'll go away.
