I bought some new Duke 1 1/2 traps, for the little masked bandits, and they have the Rubber Jaw on them. My ? is what are them Rubber Jaws for? and will they allow the catch animals to get out?

I'd not personally want rubber jaws on coon traps- at the very least, I'd guess they would get chewed up pretty good. They might or might not give you more pullouts, since the rubber would provide a smoother surface, and with the taper of a coons foot, I'd be wary. Even rounded jaw coon traps have that problem to some extent, esp in water. My guess would be on coon, you would have more than a few snapped and empty traps with 1.5 rubber jaws.
rubber jaws are used to provide more protection to the foot, avoiding cuts and some compression, mainly used for coyotes and fox, esp those going to the live market

If It wasn't the law In your state I would not use any rubber jawed traps.
I have trapped for the live market and have used both rubber jawed traps and regular jawed traps that have been laminated and I can't see much difference In the results from the the two types of traps.
