Will a siren tape or siren make coyotes howl when they hear it? Does it work all day long or only at night? does it work at all times of the year?

Sirens work any time of the year but you cannot get coyotes to howl at your will. They howl when they want too. Some days anything will set them off other days nothing will. Your best bet is to try and locate at dusk and dawn. In some areas coyotes are much more prone to howl any time of the day and in other areas it is extremely rare to hear them howl during daylight hours.
Nothing is carved in stone when it comes to coyotes but generally the sparser the people population the more likely you are to get coyotes to howl during the day time.
Sirens are really no more or less effective than a good loud howler.

can you recommend a good loud howler? Would it work to drive around good hunting areas at night and howl to locate coyotes then come back in the morning to hunt the places they howled back?

in the fall and winter yes that works great especially in hard hunted areas. in my mind i know coyotes get used to one howl and quit responding after a few times. also after i get a group to howl i have a hard time getting them to howl again that day.
if you are hunting in the summer, sleep in and get a good breakfast. i have found around here the adults wont howl until they are back to the den from hunting and that usually falls between 9-10 am here.

The benefit of the siren is you won't get many coyotes to respond to it, you will get a % that will come to a coyote howl. Summertime, I locate at night just as the street lights are about on and that way you catch those adults on the den and give you a good location as to where it is and I find them to answer well at this time of the day/night in the summer. I do agree don't call to early in the summer in the morning as you will get busted at times as those adults come back to the den.
If you locate well into the night you will know the areas the coyotes are in, but they will move some to cover durring daylight hours, look for those coyote cover areas and set up your stands calling into them when you go back out the next day.

I get coyotes to respond all the time to a siren, in fact i was checking my line 3 days ago and the firehouse siren went off and a few seconds after it was done coyotes howled. I think they respond to it better in some area's than others because when they were pups there parents howl to it when there denned up so they join in and carry it on. Even the farmers i trap on stop and listen afterwards when they here it to tell me were they heard the coyotes howling from when i see them next.
