Go to the health food store and buy some valariian root. Then get some 190 proof grain alcohol.Put half full in a quart jar and fill half full of root and cover with alcohol a little over the root. Let set in high heat for 7-10 days and shake daily. Then fill with glycol. In 3 days you are set.

Wal Mart sells Valerian root powder in capsule form. The capsules can be opened, and the powder dumped in a jar. Tincture out with alcohol like braveheart described. I don't know if this is as good as the extract oil...which is probably stronger than the tincture.
Like Stef said, why would you want to tincture the pure oil? I would assume it would be in a form that is usuable.
I get a great reaction out of my cats when they are exposed to valerian. Similar to catnip.
This if off topic, but my cats go crazy for Flexall 454 (like Ben Gay). I posted this on Trapperman a few years ago, and I'm sure it sounded like I was a nutcase. Some time later, another guy posted that cats really loved Flexall 454.

Valerian powder that I've smelled is nowhere near as strong as Valerian Extract Oil. Even the oil should be used full strength in my humble opinion. Terry

talking about cats....
I have 2 cats and each ones have individuals preferences. I had the chance to check ingredients with many other cats and my final conclusion is that house cats are poor ingredients tester.
Dogs its another thing.

Man I like that valerian root powder mixed with castor.
One of my favorite cat lures. I notice the coyotes fall for it in the late season.

Stef asked:
My feelings are that what I have been buying isn't pure and what I'm looking at is, I know how much of what I've been buying I've been adding to various things, but don't want to over do it with "100% stuff". I'm pretty sure what I buy for $17.00 for 4 ounces isn't pure stuff, it does have a nice odor and you know its there , plus it is easy to work with, many things in there pure form can be overpowering by just a drop or 2.......B.......

Brian... Personally, I prefer buying and working with the purest stuff I can get my hands on. In the long run... your stuff you're making will be just better... "Its what I believe".
If you were adding let 1 ounce of tinctured stuff in a batch of ?? ounces of lure or bait.... Try to reduce first the amount of the authentic stuff and start from there.
I know, I put lot of $$$ in the garbage you know? And I will put $$$ in 2006 again in the garbage. And I'm sure that guys like BoB J, Rich , Carman, O'G etc... put lot of $$$ in the garbage too experimenting and learning etc...
Anyway, you know its just my 2ยข but my choice is to work with the best stuff available. Yes its costly but at the end... its just like waxed dirt you know? ;D

Stef, I would hate to guess the dollar amount in mis calculations I have accumulated over the years. Whether working with a new formula or dressing up an old one in an attempt to make something better. Things happen and the more you try to correct it the worse it becomes then there are times you stumble across something really great by accident. It is just the nature of this kind of business. If it was right every time you put something together what satisfaction and learning curve would you have.

Bob, you're in this game a lot longer than me and I just cannot figure how much $ you lost experimenting. Lost is a big word and maybe not the proper word to explain what I'm trying to say because like trapping or any business.... They are always some $$ that goes in the garbage but usually, like any successful business... we all learn from our mistakes or errors.
But we always learn something new everyday and there's always room for improvement.
