Bob no offense you may be cleaning from the middle out, but even in the summer, you still get filling in. It all depends on your coyote population, food source and cover. On sheep you can take out a pair and 5-7 pups but you will get fill in, it does happen more so along major travel routes, you would have to void a big area, again unless your talking low density, voice howl reconition allows family groups or loners the ability to fill in the void. How long does it take? your guess as good as mine, density and other factors play into it, but you can have 2-4 family groups sets up on a nice group of sheep, take them out and you will get fill in, weeks maybe or a month or 2. But unless you have all the ground for a ways locked up that plays into the equasion as well. There are some ranchers that simply won't allow any kind of access and if these are 3-12,000 acre deals a pair or two could be there that you/I have no access too, maybe there cattlemen, then through scent marking and voice howling they find ma and pa and kids cleaned up and gone first chance they get there moving to the sheep. Nothing in life is 100% except death and taxes ;D

in the sheep country of wyoming they are arial gunned to almost extinction levels over wide areas, so density is very low. Thru the summer months if a coyote is even seen, the troops from g men, trappers and ground efforts start instantly. Fill in can only come from the timbered hi elevation areas and some very very rough breaks that have physical limiting access, both very far away. So we see almost nil fill in thru the hot months. No permission is denied except one nut case from california that bought a ranch. No jackson hole in that sheep country yet. Your scenario would be more accurate in my kansas country where coyotes are endemic and not pusued to the nth degree. I think every part of the country is different as to fill in and fill in times, for the reasons you said.
